New rhythm of life

In Ho Chi Minh City, city leaders have agreed on the policy that by the end of September, fences, wires and barbed wire will be removed from roads, but still maintain checkpoints at the gateway.

The city's upcoming plan is to control the origin and destination, not the road. Therefore, the hard barriers will be removed, instead, the authorities will check and test randomly to handle, not maintain the fence anymore.

It is expected that, from 0:00 on October 1, Ho Chi Minh City will gradually ease social distancing, corresponding to the level assessed according to the provisional guidance "Safe adaptation, flexibility, effective control of the pandemic." of the National Steering Committee on Covid 19 prevention and control.

Specifically, the city plans for production and business activities to be held outdoors or indoors (meetings, trainings, seminars...) with a maximum concentration of 10 people; 50 people if 100% of the participants attend. Get a full dose of vaccine or recover from Covid 19.

Specifically, groups of industries and services are allowed to operate, including: enterprises, production and business establishments in industrial parks, export processing zones, high-tech parks, Quang Trung software park and in the district. ; Traffic works, construction; Commercial services: medical examination and treatment, rehabilitation, physical therapy; establishments dealing in pharmaceuticals, medical supplies, equipment, and beauty services. in facilities such as hospitals, polyclinics, and specialties.

Supply of food, foodstuffs; petroleum, chemicals, electricity and water, fuel, repair; public services; security services; public utilities such as water supply and drainage, parks, trees, infrastructure engineering, transportation, toll stations, environmental sanitation, environmental monitoring and treatment;

In Hanoi, after 4 days of recording no community transmission cases, from September 28, the city allows outdoor sports and physical activities, but must not gather more than 10 people. Food and beverage shops are only allowed to sell take-out; garment, fashion, chemical and cosmetic stores.

Propose flexible pandemic control strategy

To adapt to "living with Covid 19", the associations proposed the Prime Minister to flexibly apply the strategy of pandemic control and economic recovery.

In the transition period, which is expected from now to the beginning of the first quarter of 2022, the proposals are as follows:

Areas where the vaccine is covered early will open early. To open the door to live with Covid 19 during this period, separate the two regions according to the pandemic situation to take appropriate management measures.

Zone 1, outbreak areas, apply social distancing according to Directive 16. Adjust measures to apply appropriate levels of distance, depending on the pandemic level, hospital bed occupancy rate, and vaccination level. If the bed occupancy rate is above 75%, then increase preventive measures to reduce the mortality rate; if over 90%, then raise it to an pandemic level.

Remove travel restrictions for people who have had enough vaccines or have recovered from F0. Remove regulations restricting economic activities, allowing F0 to treat at home. Allowing people who have had 2 doses of vaccine, F0 who have recovered from the disease, can go to work. The health sector has a process to guide enterprises to handle F0 in each stage. Do not close production and business establishments if there is F0. People going from level 4 to a lower pandemic area must have a negative test.

Region 2, the pandemic is spreading slowly or there is no pandemic, the transition period is 35 months until the vaccine is fully vaccinated. Point-based pandemic prevention, no large-scale blockade.

If the infection rate rises to more than 0.7 new cases per 100,000 inhabitants a day for a week in a row, the alert level will be raised but not a large-scale blockade. Areas that have enough vaccines according to the criteria will go straight to the new normal, lifting the blockade.

In the phase of living with the virus, expected from the middle of the first quarter of 2022 and possibly earlier if vaccine coverage is earlier, the recommendations are:

Opening up each region and the whole country when having enough vaccines for more than 70% of the population aged 18 and over and reaching an index of 1 in 80% over 50 years old fully vaccinated.

Appropriate distancing according to pandemic levels, production and business, and public transport will be reopened 100% at all pandemic levels.

Remove all travel restrictions between regions, including people and vehicles. Remove F1 isolation, remove people from other regions. Abandon extensive testing, allowing F0 to be treated at home. Vaccination for children, booster dose for adults.
